Marriage Registration Process At Kapashera

There is already a post on allzhere which details the marriage registration process in delhi. However, we had some comments posted on that post which pointed some facts about the process at Kapashera. Hence, we decided to write a separate post for this. The post has been contributed by S.Singh.

Here it is :
Marriage Registration is often ignored considering its a tedious task to accomplish.
Considering this, we have documented this guide after inputs from some couple’s experiences in getting their marriages registered.
Hopefully, this will be helpful.

The first step involves getting the required documents in place. Secondly, an appointment with Magistrate must be taken.

Let us first prepare our documents file.

Documents List

A Couple would require the following if they have to get their marriage registered and obtain a marriage certificate.

  1. Voter ID Card (Copy)
  2. Ration Card of Husband (Copy) : Not Mandatory
  3. Affidavit (Marriage_Affidavit.pdf) by both parties.(You can get this made outside the court from notary). Note: It should mention wife’s name after marriage. Make sure that your address on your proof document matches the address listed on the affidavit EXACTLY. I added one extra word in the affidavit and the PA complained about it.
  4. 8 Passport photographs and one marriage photo pasted on plain paper and self attested is required. Template here.
  5. X class passing certificate (DOB proof) of both (Copy).
  6. Aadhar Card/ UID card (Mandatory). If you have not got Aadhar card, you can attach copy of the acknowledgement receipt. Per my experience, Aadhar card is not mandatory at Kapashera office.
  7. Attach Passport (Not Mandatory).
  8. Per other post, All Documents mentioned above MUST be attested by Gazette Officer. However, the officer at Karashera was accepting self attested copies as well.
  9. Current Month Utility Bill (Copy) (Note: This is not mentioned on website; but it is required.). Any MTNL, IGL, BSES, Water bill would suffice. This document has to be self-attested by the person in whose name the bill is.
  10. Marriage Invitation Card. If its not available, then child’s DOB proof is valid(Ref : Comments Section).
  11. Certificate from priest if marriage was solemnized in religious place.

Checklist Display at SDM Office

Once you are done with getting all documents/photographs, you will have to take an appointment. This can be done online or by visiting the court of your area. Following form has been updated as per Aadhar requirements. It is used for manual application for appointment. The day we went for our marriage registration; officer refused to accept online form stating that it outdated. The correct form is available outside the Kapashera office at a photocopy shop. We filled it up to get the work done. Self attestation of this form works and gazetted officer attestion is not required. So, my suggestion is to take online appointment and fill the form from the shop outside the office to be safe. The online appointment is considered.
In order to take an appointment online, go to the following link

  1. Select your district and continue.
  2. Fill in husband’s details and choose “Registration of Marriage Certificate”.
  3. Fill in Marriage Certificate form and choose date of appointment.
  4. Click “Submit Application”
  5. You would then get an acknowledgement page with details of your appointment and instructions.
  6. There will be a link to fully filled form on that page. Click and print your form.
  7. Take a printout of Acknowledgement Page as well.
  8. Note : Although , you might have to fill the separate form at the office; no harm in carrying prints of this as well.

Witness Form (Identification Certificate)
Applicants are also required to take 2 witnesses along-with them for marriage registration. A Witness can be anyone who has a PAN Card. Normally, we’ve heard that witness cannot be immediate blood relation; but in my case; father-in-law was allowed to be the witness. There may be some offices that accept witness to be a blood relative(As per a comment below). As per another comment below, the marriages which are solemnized after 1st May,2014 need 2 witness otherwise marriages before that should have only one witness. For the form , Please refer “Witness_Form.pdf“. There is a chance that they do not accept this form and ask you to fill a form that is available outside the office; still no form in having this filled and try your luck.
In this form, the photographs are to be attested (Signed Across) by Witness.Attach PAN Card copy and address proof copy of witness with this form. The copies have to be self-attested.
Witness must carry his original PAN Card and any address proof on the day of appointment. Also, Aadhar Card/ UID card is Mandatory for Witness also. Carry copy of the Acknowledgement receipt if card not available. Make sure the witness is carrying his documents as well as originals. Keep more than required documents. It will help you. The documents issued from states other than Delhi were being rejected over there. Make sure, your documents are issued from Delhi. Also, make sure your witness can stick around for the day as the process may take long considering the availability of SDM.

Order of Application

The following is the order in which you should arrange your file:

  1. Acknowledgement Page Print out
  2. Fully filled form
  3. Husband’s Affidavit
  4. Husband’s Voter Card
  5. Husband’s Ration Card.
  6. Husband’s X Certificate.
  7. Husband’s Passport/PAN Card (If attached) . PAN card is not mandatory but good to carry additional documents.
  8. Current Month Utility Bill
  9. Wife’s Affidavit
  10. Wife’s Voter Card
  11. Wife’s X Certificate.
  12. Wife’s Passport/PAN Card (If attached)
  13. A4 page with Marriage Photograph explained under “Document List” section Point No. 5 of this document.
  14. A4 page Passport sized photographs explained under “Document List” section Point No. 4 of this document.
  15. Witness Form (Identification Certificate)
  16. Witness PAN Card (Copy).
  17. Witness Address Proof (Copy).

Brief description of the day’s events:

The Kapashera Office deals with registration cases in separate rooms for marriages that took place in Dwarka and Bijwasan (Dwarka Road). We first got into the Dwarka line because my husband lives in Dwarka but after checking our documents, they sent us to another room where only Bijwasan registrations took place. Make sure to ask the officials which room you should be in!

We were lucky to have booked an appointment online. Because of this, we were no. 3 in line. One of our witnesses worked in Delhi but had a PAN/Aadhar card from Haryana. This was not accepted. Make sure that your witnesses are from Delhi only.

There were a total of 6-8 marriage registrations only that day but boy did they take ALL day for this process. In comparison, we got our marriage registered at the New York Courthouse which took us an hour and we able to obtain certificates with special seals making them valid in many western countries; all in half a day!
After our documents were okay’d, we came to know that the IAS officer who was the SDM was in a meeting at Kashmere Gate and wouldn’t arrive until later that afternoon. So we waited patiently until around 3 pm. After that the process moved very quickly. I was issued the certificate on the same day.

As stated earlier, we suggest you to carry more than required documents along with originals; the officer may request for some document and carrying all documents will avoid you the rush. Keep calm and make sure you get the work done. All the best. 🙂

    2. I need the marriage certificate urgently. Should I opt for the regular process, connec with one of the touts or go the tatkal scheme?

    • Hi Vijay,

If you have all documents, i think the normal process would work.
I never opted for touts. All the best.
